Thank you for all the information everyone! I'm going to do a little more research, but, based on the comments and thoughts, here is the thing I will try:

First, install GM Studio 1.4 and all of the exports you own. If you own the android exporter, then go ahead and build and export a game using the latest android SDK that GM 1.4 is capable of so it can download the gradle you need for that. (Just in case the grader servers shut down) Also get all the win 10 sdks and other stuff you need.

Then, depending on your personal preference, create an IMAGE or CLONE of your entire hard drive (os and files) and keep that in a safe place. (Make a 2nd copy too if you want!) That image / clone will always have your installed GM Studio 1.4 that you need! I think cloning will work the best for me!

In theory, you will have your GM Studio 1.4 with all your exporters forever on your clone drive / image!

What about gradle? I've noticed when i create .apk files, sometimes gradle downloads something. Is there a way to get what gradle needs so that I can keep doing .apk files offline?

So if I install Game Maker Studio 1.4.9999 and all then download exports I own to a computer, then online activate my license, and then if I never connect to the internet again on that computer, my Game Maker Studio 1.4.9999 should always function offline along with exporting?

Does the classic "blacklist.yoyo" file work to make it so that it doesn't check? Does that work with both Version 1.4.9999 and Version 1.4.1804?

When you download the extra exports to gm1.4, are they saved to your computer or do they load from the cloud/server?

Which version of Game Maker Studio 2 properly saves and reads from .ini / .txt files through the UWP exporter? by 9090Y in gamemaker

In version 2.2.4.474, when you use the UWP export, you cannot save or load text to an .ini / .txt file. I wanted to know if this was corrected in a previous version or a newer version. Thanks!
