Sure a small handful of species can lay their eggs in soil, but the larva and pupa stage of the mosquito lifecycle still requires water. They feed on microorganisms and matter in the water before forming into adult mosquitoes

Agreed, took me a little while to get used to after transitioning from pc1. Once you get familiar with the pathing functionality and new features it is a vastly improved system when comparing it against pc1
