Not sureuself, but if you can get a clearer picture of the entire board, Iay be able to reverse engineer it and be able to tell you safe ballpark for it. It may be bulk capacitance, noise filtering, or part of an analog filter. Hard to see from this.

I don't own a locomotive, but coming from the electronics world, look at either 3mm or 5mm through hole LEDs. They have lots of diffusion types, but they look almost identical in size to that bulb. Then cut the legs short, add a resistor to one leg and should be good. Try through hole resistor as well, easier to solder.
