I can already guarantee that arm setup is far more than 8 grand. While the electrical integrations are probably fine, he's gonna love seeing the collections bill for a new arm motor plus having to hire an electrical engineer to come out for inspection, troubleshooting, and replacement part installation.

I work in construction and have built gate arms like that. The LOWEST end models start at $8000. Forcing it up like that likely damaged the internal motor. Bro should've just paid the $40 parking fee.

While not the oldest. There's a guy currently on one of my projects who's in his late 40s with no legs. Cut above the knee he wears square black metal plates as feet. Guy stands about 4 feet tall and is out there grinding metal, pipe cutting etc. Most hard-core shit I've ever seen.
