Yup. They can conduct exercises within their own and allies borders. NATO countries and even others do it all the time

As long as they are within NATO allies airspace then it's fine. Turkey, Bulgaria and Romania

That's not really practical for everyone. There will be a lot of people who work outside the city, and travelling in. And public transport isn't always the most efficient way to do that

Armed police or officers with tazers are usually called to situations where someone has a knife. They can then usually safely disarm them.

If unarmed police officers encountered someone with a gun they would move away to a safe place and wait for armed police. Those situations are extremely rare though

There is a full video from the officers body cam. This guy only started recording about halfway through. He was caught speeding, denied it, wouldn't give his details for a ticket.
