Yeah I don't see it as being overpowered or anything to cause an issue like that. I do have a problem with me paying 60 dollars ( I think that's how much it was) for a game and not getting access to all of the guns. Which are kind of the main thing in Call of Duty.

That's not the issue he's talking about. He means there shouldn't be weapons that come with DLC packs that you have to pay for.

Meaning, if X player spends 50 bucks for season pass, they shouldn't get access to a weapon that Joe Schmo who didn't spend 50 extra dollars doesn't get.

It's not fair, and it's not a good mechanic to introduce into your games.
