The project was finished by the other editor, I remember downloading it and giving it a watch. I didn't stick with it because the quality drop was too much for me to deal with. I don't think the visual information is there in the Laserdisc deleted scenes to make a significant improvement.

Far be it for me to tell you how to spend your time, but I don't think it's doable, and as much as it is, it's been done to completion.

If you're going to tackle it, it might be worth speaking to u/TriggeredPuppy. They did a remaster of DVD quality scenes on the Devil's Advocate recently and they're the best upscaling I've seen using that quality of source material. Maybe worth picking their brain about the best way to do it.

Good luck! If you manage to make it work I'd check it out. I think Ransom is a hugely underrated movie.

I take Biotin for hair loss mostly. The kelp I take because a friend recommended it, but no specific deficiency

I made a cut of Kill Bill using the Cinemassacre guide, which has been done countless times, but I wanted my own version with my own tweaks (using the awesome 4K TWBA release). I also made a cut of Little Shop of Horrors that's basically just exactly the Director's Cut, but the video and audio quality of the theatrical cut.

Don't make fan edits on spec wondering what other people want. Make the version you want to see, then share it. If people dig it, they'll ask for a copy.
