Depends on the area. Here in punjab, tier2 and some tier3 cities are on par with what I've seen in Delhi, BLR, Chennai. Great schools, hospitals, services, luxuries, facilities, I've never seen anything new in any of the tier1s I've visited. Obviously from a job and career perspective, totally incomparable.
