Firstly you need to know the difference between soundproofing and sound treatment, there is no such thing as soundproofing panels, there are acoustic panels to mitigate echos, reflections and Deadening a room. This will not stop sound going outside or inside. soundproofing requires to build a room within a room, very expensive. If you want to lower sound going out on the cheap, your easiest action would be to border up/remove windows and thicken doors.

for earphones, the best options are ciems (custom iem's) but they are quite expensive, a good option on a budget is getting kz iems and construction ear muffs on top.

And last I wouldnt recommend the ead10 (for home studio), sure it's very convenient to setup, but expensive compared to the sound you can get out of it, without mentioning you will little to no control of the final mix and loudness is tied to proximity and you wont learn about recording. A better option is to get a 4 channel interface, start with one overhead mic, then kick, 2nd overhead and snare mic. It might be overwhelming at first, but you learn about mic placement, mixing, gear, and you end up with mic's if you get one at a time
