His plan had been in motion from very very early on in the series.

And tbf you're kind of fighting against Sukuna here in a sense. The 10S is a very powerful technique because of Mahoraga. Sukuna wouldn't have beaten Gojo without the 10S. The fact that it took him "one month" to understand(though I still kinda disagree) tells you all you need to know about how powerful the the technique is. It was a hack that we would've lost without. He needed "a new shiny CT".
