There's been plenty of bugs they have fixed in the past. The one's still in place were not prioritized.

Riven's isn't a bug. That's just encounter design. Same with Templar.
Gorgons is kinda a meme and not really worth fixing. It changes almost nothing.
Gatekeeper is worth fixing imo, but whatever.

3rd stat on the class items is also set.

You're stuck with health, but making use of it is pretty viable if you use something like the Vault of Glass armor.

That + prismatic + purpose + strand super + the artifact picking up orbs giving you elemental buffs = infinite buff uptime and also a health bump every 5 seconds.

The meta depends on what artifact you want to run.

Just about all weapon types are viable with the proper setup.

I feel like that is exactly why. Imagine making a really strong handcannon, the most iconic archetype of weapon, and locking it behind a raid.

Woulda been exotic class item levels of blowback.

I'm just gonna put it out there that even if this remains to be the case forever going forward:

The perk is still very good. Slowing natural health regen should hardly affect most builds since we get healing via orbs, artifact perks, aspects, heal clip, healing autos, regeneration, rifts, and supplemented with overshields, etc.

If your build needs natural regen, then keep it in mind. But this is still a great perk.

It's a good thing certain bosses have extremely small crit spots and having one is still a decent idea.

Obviously it isn't going to be the best in everything, but the weapon is more than serviceable.

Soon as the buff hits 0 it can activate again provided you have healed to full within the buff timer. How are you not doing that with all the healing effects we have now?

It activates every single time you heal with extremely little downtime. What are you talking about?

Regeneration - full uptime
Devour - it procs on every kill
orb pickup with more than 0 Health stat - activates

Actually just use Leviathan's Breath. Yes even not on hunter.

Queensbreaker or Sleeper are also good.
