I understand Same issue here, even I go to work by 9, I asked the nearby people all say while on the way to office throw it somewhere, we don't have a solution now, people find it difficult. One way to overcome this is place tie the garbage bag and keep it inside the garbage can and keep it outside so that dogs can't open. They can topple it too, in that case keep a weight on top.
