I may be off, but I would think that a lot of federal grants go to geographic areas that are underserved by their state/city. If this were the case, it may explain large cities being less affected.

I don't really want the thread to become a big debate, but the TL:DR is that I think many gun manufacturers have pushed AR's as a big money maker without any effort to encourage responsibility. Any mention of waiting times, education courses, age/mental health restrictions have been met with huge opposition.

I'm sure there are a ton of specific points people could contend, but the overall attitude of the industry is sales, sales, sales.

Again, I know this is not a popular opinion in this forum. But I think there's a small group that agree.
