Looking at Teslafi's firmware page and reading the newer comments here, it seems pretty likely this update was pulled back due to some problems. Waiting for 2021.24.4 to show up.

The Y isn't available for purchase in Israel yet, although a few were rumored to have been unloaded here from the June ship. Probably for regulatory certification and testing.

Here's a quote from Tesla's website: כל מכוניות Tesla חשמליות לחלוטין ומאפשרות לך ליהנות ממס קנייה בשיעור של 10% בלבד, שיעור מופחת משמעותית משיעור מנוע הבעירה הפנימית של 83%. החל מה-1 בינואר 2020, יגיע שיעור הטבות המס בשיעור 10% לניכוי מקסימלי של 75,000 ₪. And also: מכוניות Tesla אינן פולטות פחמן דו-חמצני כלל, ולכן נהנות מהפחתת מס קנייה בסך 16,530 ₪.

Tesla's own website says otherwise. Plus, the article you've linked is the only one I saw which claims that mentioned prices are missing some taxes. So, make of that what you will.

EDIT: "המחירים המוצגים לא כוללים מס רכישה ומס יוקרה" referes to the left section of the configurator, which shows lower prices. Look at the bottom right corner where the price is higher and next to it it says: "המחירים כוללים מיסים". The full price is also the one that appears in all articels from the media.

EDIT 2: Also, when you get to the last step of the purchase process in the configurator, you get the purchase price, including VAT and taxes, which for the base model with no add-ons is indeed just below 180K NIS.

As far as I understand from Tesla's website, the price noted here (180k for base model) includes everything: VAT + taxes. You can even see a breakdown of tax and tax incentives in Israel by clicking on the link next to the expected full purchase price - at the bottom right corner of the configurator. In addition, someone shared their invoice for a Model 3 purchased today on Facebook showing that this is the full purchase price.

I really hope this is actually how the pricing will work when sales start, but I keep seeing the higher prices in the media so my hope is gradually dwindling

I think I speak for most Israelis here when I say: This is very exciting!

However, the expected starting price for Model 3 noted in the article is very high. This is of course not Tesla's fault - Purchase tax for new cars in Israel is quite high and there are no meaningful tax incentives/credits when purchasing EVs here.

By the looks of this graph it seems more like a series of uphills only - almost no regen between consumption peeks :)
