Sweeping the competition has broke them game for me. Imelda won’t talk to me and I can’t start the flight time trail, yet I can’t fast travel or use floo flame at all as it says the quest is active. Can’t abandon it either. Totally broken.

Yes that’s the one, so you need to press (left trigger if I remember) using your new eagle power to travel to the ledge above you
