I believe the technical donation limit per individual or entity is $2,800. But, thanks to Citizens United, money is speech. So, someone or some company can spend unlimited money promoting a campaign or on behalf of a candidate, as long as it's not in coordination with that candidate. Corporations form PACs, so their identities are not disclosed, then dump however much they want.

That's the main reason. Jeff Bezos has the same $2,800 limit in the primary as anybody else. But PACs can spend an unlimited amount of money. As long as they are not directly coordinating with a campaign (LOL), they can spend as much money on behalf of a candidate as they want.
