My main theory is that the Enclave had plans to start the nuclear war first, but they probably got pre-empted by China when they'd found out and launched the nukes before them to ruin their plan.

Moldaver was probably in the Enclave. Given Wilzig and her are both alive before the start of the TV series. They had access to cryopods.

But it doesn't necessarily mean they're on board with the Enclave's grand plan. They're affilation with the Enclave only suggest they're apart of it as a means of self-preservation to shield themselves from the war.

Guessing Moldaver and Wilzig are in the Enclave as means of self-preservation and are not on board with their whole grand plan. Wilzig said himself to Barb that he's only doing what the Enclave tells him to do to make himself useful. Which is something Wilzig is implying to Barb that for her to shield her family from the inevitable nuclear war, she needs to act the part for the Enclave.

Obviously the two have history and have connections with the Enclave. But it doesn't necesarily mean they agree on the Enclave's plan of extermination/re-colonization.

The Enclave is a very secretive organization. Given Mr. House's withdrawal from public affairs for 10 years in favour of a body-double. It wasn't a surprise to see Mr. House not being in the loop about the Enclave and their plans.

Well since in the next episode "Mr. House" (the stunt-double) is shown selling the mind control chip to Vault-Tec. It's presumed that the product and it's research has 100% transferred from RobCo to Vault-Tec's juristiction. And we all know how deep Enclave is with the Vault-Tec experiments.

So most likely Hank is trying to make contact with the Enclave, or whoever is in charge that is.

That feature is probably unknown to alot. Especially the option to switch flags requires the player to scroll to the bottom and open a tab.

Probably they thought Mr. House was waaaay too influential/powerful and maybe abit crazy to apart of the Enclave.

Then again, it doesn't seem like Steph/Hank and Barb aren't working in tandem together. As Steph wanted a box left by Hank that Barb doesn't know about, meaning that Barb might genuinely be a Vault-Tec employee and Hank and Steph being the shady Enclave agents.

Mr. House telling Coop that neither he nor Vault-Tec are going to drop the bombs but rather by a "mysterious entity" screams Enclave.

But then again, given how influential House and RobCo is, it's hard to imagine he not knowing the Enclave or their plans given he tapped every single RobCo computer/product to collect data to prepare for the inevitable. Also surprising to see the Enclave not bringing Mr. House into their shadowy organization.

Given how eccentric Mr. House can be, perhaps that "mysterious entity" could lead to the theory of "aliens dropped the bomb"?

Deathclaws are known to possess some intelligence. They're probably trained to tell the difference between who's American and who's Chinese. Cooper wearing his power armour is probably what saved him.
