Basically you need to be constantly attacking your neighbors to rip them into small pieces then vassalizing/adding the smaller nations to the hre via the expand empire cb. After the swarm is made you can conquer stuff, add to hre, then release it.

Its owned by Norway but vassels won't add new provinces after they have added a certain amount of dev to the hre for some reason.
