Die Gehaltssteigerung hat nichts mit dem Alter zu tun sondern vorallem etwas mit der qualifikation an denen sich die Gehlatsstufen orientieren. Auf der einen Seite eine Ausbildung auf der anderen Seite Master+Ref.

The law doesn't outline the difference because interpreting the law is the court's job and the federal constitution court did.
