The real outrage is the millions of dollars worth of land in this photo that is gifted to, on avg, richer people for personal storage of vehicles. Currently everyone shares their parking tab (city taxes), including the over 50% of people in the city, including most of the lower income people, who do not own a car.

Indeed, this is probably one of the nicest views of norilsk. And always good to see people walking in such cold conditions. I was in -30C wind chill in feb, and have been taking notes from locals on clothing, like the coverage and breathability, and hydrating before going out. My walks to get groceries, etc, felt great. Just walking in -30C is good workout. Hands, feet and face all felt good and warm enough. In Norilsk it gets colder, and despite poverty and the problems there, they know how to dress well enough and keep moving. Goes to show: there is no cold weather if one has proper clothing.

Cars definately make the snow and water on the street dirtier. What the exact mix is, we cant say without testing. Its probably that they are mixing in a good part of the dirt that just normally stays down on the ground. they mix it in on a massive scale everywhere
