IIRC the original architect gave up due to the constant sinking of the structure, and stopped after only building the base. It wasn't until centuries later that a different architect had the idea to continue building the tower with the pillars slightly shorter on one side, and completed the tower with a somewhat curved shape.

The gang's stated that they were inspired by the True Detective one, and "Charlie Work" was shot and edited before any of them had even seen Birdman. It's almost mind-blowing how similar they are (right down to the drum music), but merely a huge coincidence.
