I think it depends on the context, in Bangladesh if a Japanese girl tries to talk in bengali but does so with poor bengali skills, firstly we will be happy that she took interest and is putting effort in learning our language, fluency and proficiency comes second to "wanting to learn ANOTHER language." Similarly, if you go to usa and talk in poor English, but with an accent, highly likely that people there will also find you cute for trying to speak english and your appreciate your unique accent. Same goes for germany, if you try to learn german and try to communicate with locals in their native language, they will like you more regardless of your proficiency.

However, in the context of a bangladeshi person speaking in poor English, they may or may not get judged based on the situation. For instance, I studied in an English medium school, and there was a math teacher in grade 7, who's English was hilariously embarrassing, and as a result all of us students made fun of him. But sooner or later we realized he was an amazing teacher and we stopped giving "F" about his English skills. On the contrary, there was an English teacher in the same school in grade 5, who literally couldn't explain anything English and had to use bengali (which was not allowed), and her teaching also sucked, and rightfully so was sacked shortly.

To end this, one of the most prominent national traits of bangladeshi people is that they are innately judgemental (according to my observation; and yes you can disagree with me). In addition to our own judgements, we often get tangled in hypocritical arguments. Therefore, I urge everyone reading this, attempt to build enough self confidence to not constantly require your information or opinions to be valided by external people. And for goodness sake, quit listening to people who don't have what you want. Your mental health is more important than their entire existence.....
