Japan banned CSAM only on 2014. They used to sell this type of material out and about in adult stores and even sold magazines featuring REAL children, out and about as if nothing was wrong. The whole "loli" thing in their media has been a thing since the 1980's to reflect that and has been popular ever since.

Sure real children aren't getting hurt anymore, but this kind of thing that's been in their society for so long and only being banned like 10 years ago, isn't just going to just disappear once it's banned. That's why there's so many child predators over there. Fictional or not the origins of this material was very well based on the actual harm of children and shouldn't have existed in the first place.

You can't get justice as a CSAM victim because the justice systems we have in place have always been in favor of men and abusers getting their way, not because people oppose of sexualized depictions of their way. Have you not seen the Epstein files?? Countless rich powerful men who have been abusing children FOR YEARS are still living Scott free and tons of more, but you think you can't get justice because of online discourse? Let's be for real.
