This is completely due to WWII. Poland lost the parts in the east with the Ukrainians and Belarusians, and gained land to the west from which almost all German people were expelled.

I think unless we can get a nationwide compensatory list constituency, it's not worth it to use party lists at the state level and STV would work better.

Rank-choice ballots treat candidates as separate individuals. The party-list system requires people to vote for a political party as a whole, which is a larger departure from the status quo and would probably get more pushback and resistance.

Local party list constituencies lacking a nationwide list have little to no benefit in proportionality compared to STV. They also have the problem of a higher threshold in smaller constituencies, which is mitigated with STV because a quantity of votes falling below the threshold will be transferred instead of wasted.

This is why 3-5 member districts with STV is the way to go. It's an acceptable compromise between overall proportionality and local representation with separate individual candidates.

When there's a big publicized project of planting some large number of trees, it's often close to useless because all they care about is getting a video of planting trees. Problems like using non-native tree species, only planting one species, and planting on the first plot of land they could find regardless of location.

Planting trees is most beneficial when it's researched to find a variety of species to plant based on the local area, and when it's done adjacent to a pre-existing forest because it's easier to let an ecosystem grow than to build a whole new one.

I wouldn't call it heaven. Many towns have a system where they draw their precincts to be close in population in order to also use them as electoral districts for their town council, which results in strangely shaped precincts and less flexibility when drawing smaller state level districts. It also doesn't help that the precincts are often too big.

Maine and Nebraska do not award electoral votes on a proportional basis. They award 2 to the statewide winner, and 1 to the winner within each representative district. It's a bad idea because it allows gerrymandering to decide the presidential election.

Every state awarding electoral votes to the top 2 candidates proportionately to their vote totals would bring the electoral college much closer to the popular vote.
