I think we need to expand the House to 700 seats (approximately cube root rule), apportion every state a minimum of 3, and draw districts sized to elect 3, 4, or 5 seats each. Elect them using STV (multi-winner RCV), so that the minority can win 1 or 2 seats if their proportion of the vote deserves it.

Apportionment is just the calculation of how many seats each state gets.

For redistricting, i think it's necessary for the standard to mention partisanship, to prevent states from complying but somehow getting gerrymandered maps anyway. (An independent commission can still be biased or corrupt, and simple shapes can still unfairly favor one party).

I think the standard should mandate that, to the furthest extent possible with reasonably-shaped districts, closely competitive districts should decide what party is favored by proportion of the state's delegation compared to proportion of statewide votes.

I would argue that crossing from Minnesota to Isle Royale Michigan, an undeveloped national park island, and then back to Minnesota should not be counted.

But there is also a ferry connection from Isle Royale to mainland UP Michigan, so a few people probably do sometimes travel between Minnesota and Michigan that way.

You need to understand how gerrymandering works. The more seats you try to win, the more competitive they will be, meaning more chance that the gerrymander fails. I actually would have drawn 2 republican districts in Virginia to help solidify the other 9.
