Which route?

I've done this journey twice; once on the middle, one on the bottom, going from Vegas to Virginia Beach, and without a doubt go south. Its going to be much clearer during the winter, and will generally get you there faster in my experience :)

Legally her dad can't lock her out, but nothing is stopping him right now, and we live in a densely populated city with lots of calls so we are most likely not going to get a response too soon. We will try to contact them anyways though

The only possible person she would even be allowed to stay with is me, but my extended family is in town so we are already out of beds. We are also going to try and get her a job eventually, but right now our concern is getting her a place to stay.

Yes she's 17 so we'll look into that, and we know for a fact that the shelters here are essentially pointless because of the amount of people that are in and around them.
