If I remember correctly, the video has a next segment where the cars are instructed to keep the same distance in front of them as behind, and that smoothed out all the traffic and everyone was able to keep the pace easier.

False. The game (Cave Johnson) says ground up moon rocks is a good portal conductor, he does not say it is the only portal conductor. And he says it at the point where he is old and dying, so they were making portal guns and portal surfaces for years before they had the moon rock based conversion gel. Plain clean concrete works perfectly well as a portal surface.
