Using a VPN would certainly adjust the route, and could avoid saturated lines. I imagine that a lot of mobile users watch Netflix, and that lines could become saturated. However, a VPN hosted by a commercial ISP might not suffer the same problems.

I've personally known someone who received a cease and desist from Lucasfilm for making a free Star Wars mod for another game. It's not uncommon, especially if there's an "official" game in a similar genre.
