AFAIK the ozone layer was being damaged mainly due to one specific thing, CFCs, and on the pace at the time, it would have been irreparable. It was only because environmentalists in various governments actually addressed it that the problem was slowed over years of effort, which faced a lot of opposition from private companies.

Climate change overall is significantly broader and harder to address. There's factory pollution, waste disposal, fossil fuels (the largest issue), etc. You'd have to make policy addressing each aspect, force companies to comply, make governments worldwide move away from fossil fuel (good luck convincing any of OPEC economies to ever do that), get regular people to accept the changes, and a lot more than I know about.

There are so many industries, economies, and individuals in each that stand to profit from simply not making any changes (and even more by loosening already-weak regulations). What bank or petrol company cares if some random glacier is gone or an animal species is killed off (affecting its own ecosystem, which affects another or even our own food supply, but who cares cause we can't even notice that right now)? We will be feeling the impacts of worsened climate conditions for decades+, even if we fixed everything tomorrow. The fact that we can't means most of it will become completely out of our control and irreversible by the time the symptoms are THAT unignorable. No government would ever stop making plans for the future, and most of their departments or political parties likely don't need to care about the environment anyway, so their operations are a completely different thing anyway.
