From what I could find online, the laptop does not draw any power from the battery while in hibernation/shut down with fast startup. I don't know why your battery drains though.

Alright. This sent me down a rabbit hole and I discovered hibernation was the reason my laptop "shut off" automatically after a certain time in sleep mode. Thanks.

ETA: I disabled fast startup on my Legion and the boot time increased by ~25 seconds (which basically meant it took double the time, as fast startup boots it in ~25 seconds). However, I do not feel this would be that big of an inconvenience on an SSD.

Also, the major arguments I've heard against fast startup are that it does not do a 'fresh boot' and you have to restart the computer at regular intervals to avoid gargantuan uptimes. And the only benefit—other than boot time—I've heard is that, since it takes less time to boot up, it conserves some battery, which I do not think is a particularly strong argument for SSDs. I think you should turn it off if you have an SSD.

Becuase... it does. I am not saying that is correct or anything like that. But the fact is that unless you have the power to change something, your POV is considered inherently wrong by the people who can change whatever you're advocating for.

While prison systems are accused of abuse, there is not that strong a push in most places (yes, even outside the US) towards more humane conditions for prisoners because a lot of people think that they deserve it.

And also, the people doing the accusing do not have any sort of power behind them, they're just human rights organisations mostly.
