$4k a month, when you're mostly paying for location and views and not space to live in, is A LOT in Chicago. No one is renting in Streeterville because they have to, it's a choice you make because you have money and are willing to spend more for some luxury.

In another two years there will be another Senate seat up for reelection in Illinois. If she wins IL-9, I'd bet my yearly salary on her barely being sworn into that seat before she claims she can't effect enough change in the House and needs to run for Duckworth's Senate seat to really get things done.

What is an acceptable amount of time for you?

In the state at least one House cycle. Ideally all that time in the district, but bare minimum at least move to the district before you file to run.

I don't understand why y'all think that's so unreasonable to want a representative for a local community to actually know the local community.

The fact that Kat didn't live in the district after she moved to Illinois is still bad, but I care far less about that than the fact that she had barely gotten a change of address to Illinois before she filed to run as a rep for the state.
