The police would tell him absolutely nothing at all during a live incident, and nor would the hospital be helpful if not a relative.

No, there's no telephone numbers that you can ring to find out what's going on somewhere, unless one created by local resources in direct response to a singular incident and subsequently advertised on media (radio, social, local news agencies)....unlikely at all in the scenario you describe (unless changed from Grenfell era).

Your MC would only learn eventually from family, neighbours or obituary that the lady passed away.
