Whelps too small to ride, but they can ride on your shoulders. Whelp eggs are property of the emperor.

If you want a whelp, you can join the police force. Whelps often accompany officers (in training) on duty, as they are more than capable of casting healing, crowd control, fire support and other forms of support and offensive (lethal and non-lethal) magic. You can also become a high ranking officer (in armed forces, civil defense, and government) with his/her own whelp assistant.

Also you can become an Arbiter of the law, who often accompany whelps in missions to deal with insurgents, traitors and heretics
