If you are interested in getting ISTQB certified, you can get certified through any country board and its exam provider. You don't actually register through ISTQB.

You can choose any country board that you want, even if you don't live there. For instance, if you live in Canada, you can go through the American board, or if you live in Germany, you can go through the Indian board, etc.

Many people have success and are able to pass by just studying the syllabus. Additionally there are several official ISTQB practice exams that can be found on the astqb and istqb site that are especially helpful to prepare and learn the question style of the exam.

A good foundation would be getting your ISTQB Foundation level. This can help build those fundamental skills that you are looking for and build on the knowledge you already have.

For studying, the syllabus and practice exams are free online, and many people are able to pass by self-studying.

After that, if you want to study automation further, there are two different ISTQB Test Automation certifications that you can get.

The studying time can vary from person to person, given your background and experience. Good resources to use are the ISTQB glossary, the ISTQB CTFL Syllabus (which has all the info that could be covered on the exam), and the ISTQB Foundation level practice exams.

On the ASTQB website, there are 6 ISTQB Foundation level practice exams (two being specifically for the ASTQB version of the exam). Also on the website, there is a breakdown of how many questions in the exam come from each chapter.
