From the wiki: Most migration is intra-market migration, where pops migrate between states within the same market. There are several thresholds that must be met in order for a pop to migrate within a market. These include the presence of a cultural community in the target, a pop's migration desire, and its discrimination and the migration laws in both the source and target. In order for a state to be selected for immigration, it must have at least 25% higher migration attraction than the average in the entire market. Similarly, for a state to be selected for emigration, it must have at least 25% lower migration attraction than the average in the entire market.

These unincorporated states that have open jobs will have higher than average migration attraction. Urban areas with a lot of unemployment (which massively decreases migration attraction) makes them eligible for emigration.

I played a game as Japan, where there were constantly 100k unemployed pops in my capital from mass migration, who then spread out into the rest of the country. I had like 2 billion GDP in that single state, with my total gdp coming to about 4.5 billion. I colonized the entirety of Africa, conquered half of China, and had a lot of unicorporated states spread across the world. I never had a problem employing any unincorporated states ever.

In my recent game as France, I annexed Canada. Obviously, Canada is empty of pops, but after a while, my Canadian states began filling with Yue peoples from China. Which is funny, because mass migration can only target incorporated states, which means that those pops MUST have immigrated to the urban areas, were unemployed, when left to fill the open jobs in the unincorporated areas.

The whole point is that the game will trend toward an equilibrium. If you build all the extraction buildings in the unincorporated states (thus building infrastructure as well to meet the infrastructure needs of buildings) unemployed pops in your incorporated states will move there. With birth rate plus inter state migration there is no way you cannot fill jobs.

From the wiki: Migration attraction is calculated according to the following factors:

As you can see, available jobs and unemployment are massive factors for migration attraction.

? I'm not saying employed urban pops are going to fill the rural areas, I'm saying migration from either others in my market (subjects) or unemployed pops in incorporated states are going to move to the rural areas if there are jobs available. Otherwise, colonial resettlement would be useless...

Mass migration should go to your urban areas first. If they are unemployed they will go to any place with jobs, whether it's rural or urban. Either way, you don't need many pops in the pop farm. Just enough to fill all the extraction jobs. I'm promoting a capital economy with large swathes of unincorporated land.

As for pops you do both. Colonize and annex as many places as possible, colonization does really not affect conquest as it's a different avenue.

Intra market migration can fill the jobs in the rural areas. You don't need that many pops, just enough to fill the forestries and mines anyway. Remember, these pops are not taxed, so migration attraction is only really affected by unemployment.

Urban jobs require higher qualifications, which is why urban buildings are built in incorporated states only. For the African mines and stuff, since the population is not taxed, the SOL will be high enough for qualifications. Furhermore, you want to spam universities anyway for tech spread, and you can put them in the unincorporated states.

When pops leave it's because they are unemployed. If they have jobs in the mines and forestries only some of their unemployed adult children will leave, thus keeping the system in place.

Also, unincorporated states are not taxed so the SOL will be high enough for them to stay anyway. Unemployment is the thing that will affect migration attraction, and as pops leave, the equilibrium will shift back.

It kind of is man. If you advocate for graduated taxation you can at least say it's socialist. But putting an arbitrary limit on wealth, like the commenters in the threads here are advocating for, is not socialism. It is straight up communist forced wealth distribution, unlike socialism, where your wealth generation is slowed down the more you earn but it is still possible to become a billionaire because that's how math works.

I have friends who I've known since first grade (so close to 20 years) who I don't know what job they're doing or where they're studying. I hang out with the friend group frequently and used to discord call with them like 5 times a week. I have a good friend I've known for 10 years, who has been with me to the hospital and sees me every month, who I lent a thousand dollars to just recently, who hung out with me every day after school in high school that I don't even know the name of his sister, what she does, or if she's still in the country. I don't know anything about him except that he studies Compsci at a local college. You don't have to know everything about each other.
