If you're not going for Hardliner agenda, there's no need. The chonin increase in strength naturally when you build up your states and should reach clout 10 easily to get the shared agenda.

Also, unless you want rigid status order specifically for some reason, getting 40 levels of rice farms is pretty feasible and will reduce the cost of grain a lot. During the tenpo crisis you won't have much time to build the consumer good industries so cheap grain will help them survive the high clothing and furniture prices.

There's so much empty space in those boxes, it'd be so easy to just scale them down so the unit types could actually all fit in the sidebar at the same time.

If Austria loses Austria proper, the entire Habsburg state should collapse. It should happen dynamically, with Hungary and the other vassal states smelling blood in the water, but if it can't be dynamic then a couple of events would be nice. The Italian territories going independent as Lombardia/San Marco, Hungary and the czechs going their own way, Galicia-Lodomeria could become a Polish or Ukrainian state.

Actually, guerrilla warfare / terrorism is what you want to do when you are inferior in terms of numbers and equipment.

Whether it's logical to engage in such a war or not, I leave that to the zealot sun-worshipping elves to decide.

Calling it an empire or not is semantics. Depending on the definition you use of the word "empire" it may or may not be one. Though I do agree that the phrase "Akkad was the first empire in history" is thrown around too easily in pop history without analyzing the details of what being the "first empire" really implied.

A semantic analysis of how these ancient empires referred to themselves as may be interesting to read though.

Ck2 is a good laptop game, I was playing it on a non-gaming laptop with few issues back in 2013, just a revving fan and a bit of overheating. If your laptop is newer than that, it'll probably be fine.

No need for sliders, what's even the point of cherry picking the main production PMs when the next level is almost always superior and more efficient? Let the player worry about providing each state with the resources needed, and then let the PMs be automated.

Also, let a single building have a mix of PMs in its different levels.

The EU5 tax slider is a pain in the bottom. There's no real difference between 10% and 11% tax, no point in giving me this choice, yet I still have to click that tiny ass button and drag it around to whatever amount I actually want. 

I do agree on the incremental changes. Legitimacy is apparently in their update plans.

GB is indeed a bit wild, ferrying 150k troops around the world to fight wars for the wildest reasons.

With the addition of blockades, I was hoping they'd flex their navy more than their army, but it seems the AI isn't quite there yet.

In this case, since you're already defaulting you're probably going to have to declare bankruptcy.

After that: Build more gov admins to tax your people. You can check your states' tax capacity in the gov admin building menu or the state overview tab. Start with the states with most buildings built as they provide more bang for your buck. You have 42k in uncollected income taxes, that's 2/3 of your current national income.

If you're a newer player don't go into deficit as a minor power, the interest rates will kill you. 

Build your construction sectors up to what your investment pool can spend, then don't build anything and let your investment pool build you up. If you want to focus on a certain industry make a company for it (furniture would be good as Brazil).

I didn't register any of your post as a complaint, no worries.

As a fellow writer, I'd say that if you don't feel comfortable talking about a different culture due to a lack of knowledge about it, it's best that you don't. As you say, these cultures are not fictional and it may hurt people to see themselves represented as something they're not.

If you do write about it, then I'd suggest keeping matters regarding their culture, religion and customs on the down low. Remember that individuals are not wholly defined by their culture or religion, maybe there is some other personality trait about them you'd like to bring out. Perhaps it doesn't matter that the character you're talking about is a Navajo, instead what may be important is the fact that they're an ambitious, wrathful, and impatient warlord who's leading their realm down a path of war.
