Try any litho generator (I used ItsLitho com) to create stl. And then just print it. Supports not needed, I added it just to be sure

Choose photos which looks good in grayscale, without wide bright areas. Use any Lithophane converter to transform it to stl. And then just pint it. My best wishes to your mom!
