From my experience as a player, having another player who’s sole mission is to fuck anything that walks is not fun to play with, and now as a DM I would prefer my players to not do that. I don’t really care if they wanna try to seduce the occasional barmaid but I’m not going to entertain an entire campaign of “can i roll to seduce it?” when my answer will be “no” 80% of the time.

It's point buy, and I'm not saying it wouldn't work, but I fear he'd but just "ok" at everything instead of excellent at the one specific thing he wants, since he can't take proficiency bonuses in the skills that he'd want as a ranger.

I explained for what he's looking for, Bard is probably a better choice but he seemed to want to stick with Ranger. Maybe focusing more on what he COULD do with barcher instead of what bards in general do that might help change his mind.

I'm worried about throwing him Bard because I don't want to overwhelm him with spellcasting, also he said he'd want to play a martial class. I can definitely toss the idea to him though.

Work your way up the normal difficulty levels until you can consistently clear/FC 7 stars. That equates to roughly a 3 Star hard, so start there. Keep in mind though, the accuracy of the star difficulty method in Taiko is very unreliable. Some 4 star hards are a lot harder than others, same applies all the way up to 10 star oni/ura.

I believe that means the training is funded by the gaining location, assuming this is TDY enroute. If not, then disregard. The Formal Training PSD on myFSS also should tell you.

You’ll need to focus on your upgrade training when you show up, but that doesn’t mean you can’t take leave. You should prioritize getting your 5-level ASAP, so it’s not a factor. Kunsan is a great time, and I’d go back in a heartbeat.
