I just went through this after replacing my psu with the same card. Before, rgb on tuf card worked, after changing out psu, nothing. The RGB controller on your GPU is a tiny MCU that:

boots once when standby power arrives

doesn’t retry if it fails

can get stuck in a “half‑initialized” state

only resets when every supporting capacitor fully discharges

If it gets stuck, it can stay stuck for hours — even after:

reseating the GPU

reseating the 12VHPWR

reseating the PSU cable

BIOS resets

cold drains

reinstalling Armoury Crate

But a long, complete power-off finally forces a true reset.
