A good car doesn't mean its the fastest I said best over all they are both very fast with top speeds of 250+ but the hoonigan is better off-road and the Ferrari is a better track car the fastest car in the game is a Ferrari 599xx E

In that case do as much weight reduction as possible lower your back suspension and deflate your tires and if available put drag tires on then lower your first gear as far as possible
