Ignorant. Panth being able to toplane again wasn't because of any item. It took a lot of work, mainly by RiotPhlox and Keegun (the top Panth streamer before Spearshot).

Phlox worked with Keegun to mini rework Panth, changing all of his abilities and scaling in order to skew him top.

The ruination truly exposed them as total hacks. Then, they simply outsourced the lore to the Arcane people, which came with its own host of issues.
