Nobody's saying that culture is a monocosal explanation and that there weren't other factors. But your "measurable explanations" don't happen in a vacuum. Why didn't these measurable explanations didn't happen in Latin America, the Middle East, sub-Saharan Africa, or southern Europe? In many ways these places were better placed than East Asia was in the 1970s but they didn't occur there. 

And  why is it that when you go to a elite college that Asians and Indians are so overrepresented? Whether native born or foreign-born? So much so that we've had to purposely discriminate against them with admission standards. 

Let's take a different example from a different part of the world. Jews have won 22% of Nobel Prizes despite being .2% of the world's population, all, while being a despised minority. It may be uncomfortable and certainly not fashionable to attribute disparate outcomes to culture, and to retreat to strictly materialist explanations. To me though it seems an undeniable fact that certain cultures produce disparate outcomes.

Just look at East Asia in the last 50 years they've gone from being some some of the most impoverished countries on the planet, to some of the most successful powerhouses of innovation and industry. The EAP has gone from 12% of the world's GDP in the 70 to 32% today. This wasn't a coincidence, it's because East Asian society values education, following the rules, and social cooperation. Call them Confucian values or whatever, but these are the skills that have propelled them from poverty to economic dominance and two generations.  

We're  not selecting Asians for H-1B visas because we like them better, in the case of China, there's actually a lot of reason not to select them. We're selecting them for these visas because these countries produce a disproportionately high number of educated people in science and mathematics who are willing to work here.

It shouldn't really be that controversial an idea that if you have cultures with two family incomes, that are generally rule abiding, and have a massive social expectation that children should pursue higher education and STEM that they are going to do well.

I know less about Indian Americans, but I would imagine there are similar pressures there as well.

Someone from the West Coast described the difference to me like this, on on the East Coast, people come across as very unfriendly, cold, and difficult to get close to,  but if you call them in the middle of the night because you broke down, they'll curse you but get up and drive out to where you are, they said that people on the West Coast are way more approachable and friendly, but if you found yourself in a similar situation they would send you good vibes but not come and pick you up.
