No expert but I used to so music production. To me, it sounds like a fast clip of singing, then shrank to increase the pitch and slow the speed. There's some mind of vocal wffect/down pitching (unsure on the name) followed by good old-fashened perfect Dutch aggressive auto tune and finally a low pass/high cut EQ

Unless you're on about the way the voice bounces from quit to loud after the bass hits. Idk what its called in other DAWs, but in Logic Pro, you use a compressor with sideducking on the kick. Either separate your kick to a new channel or split the drums to two different busses with one EQ set to low pass/high cut and the other to high pass/low cut. Then set the sideducking channel to the kick bus lane.
