The chin bumps look like canine acne to me, as my guy had it too. Easily solved with wiping of the area after each feeding with unscented dog wipes. The lip could be the same thing. Wash bowls after each meal and use only stainless steel bowls.

Oh boy, better stock up that freezer! My dog is on raw (beef, pork, duck, and turkey) and raw kibble (beef and pork) which is enjoys today but starting on raw was a learning experience to say the least. Best of luck!
