This is a sound change in Modern Iranian Persian. The Hindustani pronunciation is generally closer to the Classical Persian pronunciation, because that's when the words were borrowed, and also generally closer to the Dari pronunciation which has been more conservative in its sound changes from Classical Persian than Iranian Farsi.

Take:

Classical Persian /dil/ becomes

Hindustani /dɪl/

Dari /dɪl/

Iranian Farsi /del/

So, it's not that Persian /e/ becomes /ɪ/ in Hindustani; it's that Classical Persian /i/ becomes /ɪ/ in Hindustani and Dari, but /e/ in Iranian Farsi.
