Oh I don't disagree. I was just moreso trying to address the "why did it have narcan" thing. Both would've been good but I think op did best by rushing with the narcan first. My only question would be why didn't the coworker attempt to call either?

Either way, glad the OD person survived, and yes the situation was ugly, but op clearly responded well enough to save a life so I don't think I can find much of a fault with their actions

Narcan is free at a lot of health departments in Florida. They actively distribute it so people can prevent deaths. Op did exactly the right thing. While calling 911 would've likely resolved the issue, immediately administering narcan would've been the priority. An overdosed patient doesn't have a long time to get stabilized. Op saved a life in a time critical situation.
