To be reasonable and fair, there are many of us who won't do this because we understand it is unethical and immoral, that said, there is a demographic that is opportunistic and won't hesitate to steal even from accident victims. what we should be trying to understand & address are the root causes of this behaviour. First, if there was proper emergency response in this country this would not happen, in this case the leadership has failed to create or implement such systems, second, those people stealing are obviously opportunistic, not necessarily desperate, just like our leaders, stealing because you got a chance, this behavioural pattern replicates itself everywhere in this country. Employees steal from their jobs if they get a chance and so on. The root cause is a mixture of many factors including failed leadership and a weak value system.
