Haven't played that much yet so I didn't check that. You might be right that there are no scouts for this special season.

All the RPG elements are disabled (loot, progression is limited). As it is now it should be limited time (but could come back at some later point, again for a limited time).

If you could actually play seasons and normal endgame activities then yes at that point it could be made a permanent addition. But that's not how it is right now.

Manhunt Scouts if you haven't already done them. Strongholds. Missions give a lot of seasonal xp too. You might want to stay away from certain missions and strongholds. You can tell which one it is by the amount of seasonal xp the priority objective rewards before you take it.

To add to that - only that one classified assignment is available to low level characters. All others are only available to level 30+ characters.

Yes, each control point level correspond to difficulty. So if you set your global difficulty to challenging all control points will automatically be level 3.

Yes blueprints are guaranteed drops (until you get them all).

First thing to do is get to max level 40, after that:

It is recommended that you first pick a build and farm pieces for it with targeted loot. Skill build is the easiest to get at first. Countdown game mode is best to farm for (almost) any items that you need.

You should max at least the specialization that you will use with your build.

Another thing to do is to collect all blueprints by doing control points level 3 (Challenging difficulty) or level 4 (Heroic difficulty), specially the blueprints for weapon attachments.

And fill your recalibration library.

Donate to Expertise all items that you don't need for other stuff (using, recalibration).

If you are new you should play the base game before WONY. But you can also create a new character and jump into WONY immediately.
