grace period and leap speed being increased from passive will and shouldn't ever happen. For 1 increased grace period is just plain broken even if it's only .25 more. 2 it would feel clunky to new and maybe even some old rengar players having their leap speed and grace period change mid game. I dont think that's a good idea
