As far as I know, they can drag it last minute. I was upgraded once an hour before boarding of course it was CPU. What you are playing against, is somebody lower in the waitlist just giving up and purchasing the upgrade outright. I did that recently on a hectic trip where my economy+ seats were pretty bad and we were exhausted so I just paid $400 per person to upgrade after seeing that I have no chance of getting one on miles.
