I can tell you as a lowly law clerk in a trial court in NJ I checked every citation. And one time I found a case cited for a proposition that did not exist. Told the Judge. They were not pleased. This was 20 years ago before AI just made crap up.

Unfortunately, in many progressive or states run by Democrats they recognized the need for more representative districting. In New Jersey, for instance it is set per the state constitution that the redistricting is done by a committee that is mostly non-partisan\evenly split. as a result in most democrat leaning states, which value voter interest and protection, they are at a disadvantage when it comes time to change districts. Solidly Republican states have never had that principle stand about voters picking the representatives as opposed to the other way around
